Profile
Liu Fu (柳甫) is a character who appears in the Romance as the Imperial Counselor of Gongsun Yuan of Liaodong. In Chapter 106 of the Romance, when the food runs out inside the city of Xiangping, which Sima Yi's army has surrounded, Gongsun Yuan sends him with the Chancellor of State Wang Jian to the Wei camp to ask for surrender. When the two say that if the Wei army withdraws twenty li, ruler and ministers will come of their own accord to surrender, Sima Yi, angry that Gongsun Yuan has not come himself, has the two men beheaded. Romance, Ch. 106 §21–22
Of the 120 chapters of the Romance he appears only in Chapter 106, and no chapter has his name in its title. Liu Fu appears neither in Chen Shou's main text nor in Pei Songzhi's commentary. The account of Gongsun Yuan in Chen Shou's main text says only that in the 8th month of the 2nd year of Jingchu (238) Gongsun Yuan and his son were beheaded and that, when the city fell, the heads taken from the Chancellor of State downward numbered in the thousands; it does not give the name of the Imperial Counselor. In the Romance
In Chapter 106 of the Romance, Gongsun Yuan, not content even with the titles of Grand Marshal and Duke of Lelang conferred by Wei, proclaims himself King of Yan and changes the era name, calling it the 1st year of Shaohan. After beheading Jia Fan and Lun Zhi, who remonstrate with him, in the marketplace, he makes the Grand General Bei Yan commander-in-chief and Yang Zuo vanguard, raises 150,000 Liaodong troops and marches on the Central Plains. The ruler of Wei, Cao Rui, has Sima Yi raise an army and attack him. Romance, Ch. 106 §2–3 · 5–6 · 8
When Bei Yan and Yang Zuo hold Liaosui, surrounding it with trenches stretching more than twenty li, Sima Yi leaves the place alone and heads for Xiangping by a byroad. Alarmed that Xiangping may be lost, the two turn back in pursuit and fall into an ambush laid by Xiahou Ba and Xiahou Wei; joining forces with Gongsun Yuan's troops at Mount Shou, they fight again, and Bei Yan is cut down by Xiahou Ba's blade. Gongsun Yuan leads the remnants of his army into the city of Xiangping, shuts the gates and holds it fast, and the Wei army surrounds the city on all sides. Romance, Ch. 106 §9 · 11–13
When the autumn rain, which has gone on for a month without stopping, ends a few days later, the Wei army builds earthen mounds and digs tunnels and attacks the city day and night without rest. When the food in the city runs out and everyone is reduced to slaughtering oxen and horses to eat, every man grows resentful, no one has any will left to hold out, and they want to cut off Gongsun Yuan's head, hand over the city and surrender. Hearing of this, Gongsun Yuan, greatly alarmed and anxious, hastily sends the Chancellor of State Wang Jian and the Imperial Counselor Liu Fu to the Wei camp to ask for surrender. The two let themselves down from the city wall on ropes and tell Sima Yi that if the Grand Commandant will withdraw twenty li, their ruler and his ministers will come of their own accord to surrender. Romance, Ch. 106 §14 · 19–21
Sima Yi flies into a rage, saying, 'Why does Gongsun Yuan not come himself? This is insolence indeed!', shouts to his guards to drag the two men out and behead them, and hands their heads over to the attendants who came with them. Greatly alarmed, Gongsun Yuan next sends the Palace Attendant Wei Yan (衛演) to say that on an appointed day he will first send his heir Gongsun Xiu as a hostage, but Sima Yi rejects him, saying that one who cannot fight should hold, one who cannot hold should flee, one who cannot flee should surrender, and one who cannot surrender has only to die. That night Gongsun Yuan and his son open the south gate and flee, but, surrounded on all sides, they dismount and surrender, and are beheaded on Sima Yi's orders. Liu Fu's name does not appear in the Romance after this. Romance, Ch. 106 §22–26
